Beginning at 13:33 UTC; the API Portal (Developler Portal) cluster was at reduced functionality.

At 13:42; the API Portal cluster was returned to full capacity.

We're currently investigating the scenario; initial indications of a contributing factor was an EBS volume in an "io-performance:stalled" state.
